Drenched in blood, from the mindless killings in Karachi that erupted a few weeks ago, and, have continued unabated, a pattern emerges. People are being pulled off from public transport vehicles, being killed, after visiting their ID cards. In a number of instances , those being targeted, in the recent round of killings are Urdu speaking settlers from Karachi(http://www.youtube.com/watch?v=zfMn9WKBGrg&feature=player_embedded). MQM , the party ruling Karachi sits outside Government. The oft seen tantrum thrown and the Government’s wooing efforts to draw it back within the fold.  The MQM  Head, on phone, in a public message from England, called upon the people of Karachi to store a month’s rations in their homes shortly before the recent bloodbath.

Karachi today, presents a different political landscape than the Karachi of yesteryears. Pashtuns form 20 to 25% of Karachi’s population, arresting 2 provincial seats for them in the first time of Karachi’s political history during the last elections.  This changed political ground reality must be accepted by all stake holders.

The killings in Karachi may be like a many headed serpent, the Hydra in Greek Mythology. The Hydra ,is a serpent having numerous heads ,nine being the number often quoted .It was said as soon as one head was cut,  another grew in it’s place, but a famous quote states even Hercules’  alone could not fight Hydra. It was only when  he was helped, by ‘Iola’s’, who cauterized the beheaded stumps, that Hercules succeeded, but one head of Hydra was immortal and had to be buried alive.

Are the killings the outcome of murderers & looters going under the garb of political activists, or “Bhatta Mafia” (Extortionists) as stated by Sindh Chief Minister Qaim Ali Shah?(The News 20th August 2011).This may be true in some cases, but not in all. Are these killers the militants within  parties,  putting innocent lives to death, and settling personal scores as they go along? Is there a “foreign hand” involved here as well? All can be true to varying degrees.

A friend shared his views with me, ”This is a turf war nothing more or less, an army take over is not the solution, a secret task force under the army is. This unit must be ultra secret and to report only to the ISI and IB which will pin point the gangs and its leaders. They must be equipped with the latest weaponry and helicopters in order to strike hard and fast and then disappear. This unit will have no political affiliations or considerations what so ever”.

Instead of playing the blame-game, all political parties must move towards resolving this situation. It must be a joint effort by all political parties who need to rise above their local and provincial level politics to bring peace to Karachi. Three simple steps, inter linked, will go a long way to help Karachi normalize.

First, acceptance of the new landscape of Karachi. A genuine desire to move towards peaceful solution to this embattled city. A clear Code of Conduct to be followed by all party leaders; avoid inflammatory speeches and attacks on leaders of other parties. This can only be interpreted as a green signal to their workers cadre to start riots and mayhem. Divest their cadres from militant elements. This must be done. Until and unless parties rely on street power to settle scores, issues can never be resolved. Only when the rouge elements lose political backing will they be dealt with according to law.

A crucial question which must be addressed is the supply of illegal weapons in Karachi. In a statement Rangers Brigadier Waseem said that the armed groups were using sophisticated weapons like machine guns, assault rifles such as AK47 and .222; in layman’s language called the Kalashnikov(Express Tribune July 25th 2011). Many years ago, the Government had withdrawn licenses of .222 and issued “regular” weapon licenses instead. This included licenses held by security companies. The question that rears its ugly head is: from where are these licenses coming from? What is the supply line? The leak must be stemmed.

The law and order situation directly impacts the economic health of Karachi. More than 25% of total taxes are paid by Karachi, more than 20% of total GDP is contributed by Karachi , the seaport is in Karachi. When the economy of Karachi is hit, the entire of Pakistan is hit. The law and order situation directly impacts the economic graph of Karachi and the rest of Pakistan.

The situation in Karachi is reflective of the overall situation in Pakistan in a more severe form.

Jonathan S. Landay, National Security and Intelligence Correspondent, at the McClatchy Newspapers had this to say,” I haven’t visited Karachi in several years, so I don’t feel qualified to propose a solution. This tragedy has been building for years, for the most part a result of years of inflammatory ethnic  politics, racketeering and strong-arming by all of the major political parties.
Now the chick has come home to roost. It will take the leaders of the national parties working together to bring an end to this – or a concerted citizens movement, which is probably naïve”.

    The idea of a counter terrorism team is a functional idea .How ever who will implement all that you have suggested.Who will bell the cat ?The people who matter are busy consolidating their own assets , oblivious of what is happening.

    although the article by ms. yeasmeen is well written and gives good food for thought, but the solution which you are suggesting, in my opinion is very very difficult if not impossible.

    you are suggesting to establish a secret force, which will report directly to the head of ISI or IB, (may be on the lines of gestapo ), having no political affiliation at all. how can a political government establish such a force. when they are themselves responsible for this condition of affairs.

    the situation which emerges, is some thing like this, that your own political government is giving full backing and support to the peoples aman committee. which is every thing but aman. otherwise how changed the demography of karachi emerges, it is practically impossible to issue bhatta parchian by any one in the mqm dominated areas. it is only possible when some one have the backing of even more powerful body than mqm. and who can that be in this age, other than PPP.
    the only solution which comes to our mind is stop looking towards the government, solution is mom should walk to the ANP and strike a deal on the basis of give and take. that is the only way they can confront the ruling mafia . and that is the most practical approach. after all you can not kick 3 million Pushtu speaking people from Karachi. you will have to share the city and its resources, with them, you will have to convince them that it is their city as well. so keeping peace here is equally important for them.

      Giving more power to ISI is like giving more power to the Devil because ISI has been behind Target Killing of MQM people for years. Now ISI has broadened its operation in Karachi because Karachi is the most Anti Taliban city of Pakistan and Mohajir Youth is resisting Pak Army’s take over through Taliban.

    Good one. I have just one question. Everyone say political solution, no one tells what political solution. Ones we are witnessing after every month. When political parties are involved themselves and police has been politicized also don’t you think with each calm period brought in thru political reconciliation we are providing more time for trouble makers to get more strength. OR just ignore I don’t know what to say these are all short term will someone care for future of Pakistan

      But how can Police act against orders of ISI, the god of Security and National Interest of Pakistan?
      If Police Squad that had noticed Armed ISI Men waiting to kill Hakim Saeed after checking their IDs but Aram Baagh Police Station had remained mum, while the Government accused MQM, what else can you expect from Police?

    very nicely described by ms yasmeen.question is that all the political parties in the are holding power have failed. can the country afford the law less to continue. for maintaining the democracy. the moderen arms,american council general offer of support only indicate to one direction that us plan closely helped by india is in full action. let us see what the strong armed forces will act. if it is too late ,there won’t be a country to defend.grk

    A lot is being said and written for and against calling the army for restoring law and order in Karachi. I am for it. To my mind de-weaponisation of Karachi is the only answer to stop this wanton killing. No weapons no killing. There is such a huge number of weapons there that it will not be an easy task to get them all back. I would, therefore, suggest the following sequence of action for the army to collect the weapons:

    Impose curfew in the suspected/dangerous areas, completely sealing them off from the rest of the city by shooting at sight to restrict the movement and taking away/shifting of the weapons to other localities. Strict vigilance be kept that no weapons are sneaked away to other localities during the ‘relaxation’ time of the curfew.
    Allow three days for all to deposit the weapons in the nearest Police Station with proper record of the surrendered weapons maintained under the supervision of army officers. Police cannot be trusted with this responsibility for obvious reasons. Extensive publicity by all media radio, TV, newspapers, posters and dropping of leaflets, loud speakers etc. be given that no harm will come to those who surrender the licensed or unlicensed weapons but any one found with a weapon after three days will be killed with the same weapon.

    Not all will deposit their weapons. I bet.

    After three days house to house search under strict curfew be carried out. There are bound to be a quite a few culprits hiding weapons. Take three or four of them and shoot them with their own weapons within the seeing and hearing of others. Thereafter, publicise the shooting widely with all means of publicity. Human Rightists, please hold your horses.

    Give them another period of three ‘grace’ days to surrender their weapons once again, making it quite clear to them that this shall be the FINAL warning and ALL those failing to deposit the weapons hereafter SHALL meet the same fate.

    ALL weapons will be surrendered. Again I bet it

    The entire Karachi will be clean of weapons in a matter of week or so. Now, great care must be taken that no new weapons find their way into Karachi again. There are only a few and known ‘in roads’ and ‘passages’ for the smuggling in of such weapons and the police and others know them. The respective Police in charge of the area must be MOST severely and mercilessly dealt with if any firing takes place in his area of responsibility.

    Recall the army back to barracks IMMEDIATELY on completion of their task.

    Give me the force and free hand, I volunteer to undertake this task. And, if I fail, I should be guillotined in the city square.

    You all are far too intelligent to fall for a GIGO scam – for that is all it is. Given enough time, the actors on the present stage will join their friends in London, with our money, and that will be that.

      That’s right. We need another Political Party of Mohajirs like MQM (H) to ride on the top of Pak Army Tanks to loot, collect Ransoms and kill, when Pak Army Tanks enter Karachi like they had in 1992. History must be repeated as planned by Pak Army.

    It’s a measure of Pakistan’s affliction that the most rational diagnosis and treatment has come from a foreigner who covered South Asia as a foreign correspondent for a decade (1985-94) but has not visited the country again for many years now.

    At the higher levels of government, you have interior minister Rehman Malik pointing fingers at wives and girlfriends using Israeli weapons. And we have now learned that President Zardari’s minions in the Federal Investigation Agency and Intelligence Bureau were (mis)informing Her Majesty’s government in order to bring pressure on the MQM supremo-in-exile in London so that Zardari and cronies remain undisturbed in plundering the State and rigging the Senate polls to queer the pitch for the next government..

    The Inter-Services Intelligence Bureau and the Military Intelligence Directorate have already made substantial contributions to the promotion of insurgency in Balochistan and Islamic radicalism just about everywhere else. The capacity of General Ashfaq Parvez Kiyani and Lieut General Ahmad Shuja Pasha was brilliantly displayed to the world after the Abbottabad and Mehran base raids. So the “ultra secret task force” solution proposed by your friend, a military man I suspect, is the East Pakistan template for Jinnahpur.

    Jonathan Landay’s formula requires Nawabzada Nasrullah Khan’s expertise but in typical Pakistani fashion he did not groom a successor. Bringing all stakeholders to the table should be the focus of right-thinking Pakistanis. I propose you begin this task.

        Mr. Turkman your views seems to be anti Pakistan.You are creating quite disturbing situations by running away from the actual facts and cause of this situation.You are trying to split Pakistan by calling its Army,rangers a Punjabi army and Rangers.Mr. you will never ever find ISI involved in anti Pakistan activities. It has always fought the war of survival of Pakistan against many agencies.I am sure it is doing the same.You only see that side of the picture which you want to see ,but let me assure you this is not going to happen.     The problem is from within, namely Police, Excise & Land Customs and transportation syndicate. These forces are infiltrated by my the ‘Inhumane Society’ involved in the killing fields of KHI.
    In the recent months the police force has been replaced, political appointees has got prime locations, they don’t bother to intercept the culprits. The E & LC chaps let go the trucks loaded with heavy weapons coming in from Afghanistan and the shores of Balochistan at a fixed rate, finally we all know who own the transportation sector.
    As Rehman Malik has said today that they have 100 Murderers in custody. They should be taken to Firing Range in Malir, Shot, so that they get injured and bleed to death.

    Some time ago, in Bangladesh, when things went very wrong in many spheres, they
    established a unit called RAB (Rapid Action Battalion) They have done a pretty
    good job and achieved fairly well in their given tasks.

    You are correct, since there are not many options available, one has to take
    extra ordinary measures to get rid of rodents, parasites, maggots from our
    society. A special unit certainly will do the job.

    Let the champions of human rights know that the innocent victims and ordinary
    citizens also got their rights to survive and live in harmony in this country.

    The best and the most efficient model is that of our beloved Prophet (Peace and blessings of Allah be upon him). The conditions of the Arabs were worse than today. In just 23 years there was biggest turn around in every sphere of life i.e. morality, ethics, crimes, peace, tranquility, education, you name. Even the Non Muslims were forced to declare Muhammad (PBUH) as the most effective person of all times! How he did it. He made man a man. He raised their honesty and integrity to the skies, their courage and strength no bounds. Muslims founded all modern laboratories and sciences. Even with gradual decline latter Muslims rulers patronized sciences and education like no one else. Great Salhuddin Ayubi did not make the Hajj as he did not have personal money to go to Hajj and he did not want Govt. money to be spent on his Hajj. He did not have his castle and yet he financed the educational institutes. Mehmood Ghaznawi used all his money on education. His right hand man Ayaz was the Governor of Lahore and laid foundations of numerous educational institutes there. Lahore use to be called Mini Ghazni.
    Our Prophet made man a man using Quran. Same Quran is here in absolutely preserved form. One night is better than 1000 months with Quran. So why not first learn and practice Quran and simultaneously engage in developing systems. No system will work unless we have honest people to run it. We have to inculcate honesty in people otherwise even Jibraeel (Alih Islm) will fail as he will have to depend on people. We have to correct the soil before building. We have to honest ourselves before having any right of expectation of being honet from others. Let us do both things together; 1) Instill honesty through Quran and often remembering death and 2) creating systems

    Difficult to agree with the writer. I wish to make just one point though. Pathans have all the space in the world. Pathans are not a problem. They have always lived peacefully with Karachiites. They were not even stopped from settling in Karachi. If they had to be stopped they would have been stopped right at the beginning like it is done in Punjab. They have always been blocked from settling there. This idea in Punjab as if Pathans are being victimised springs from the hatred of Karachiites.

    Wonder how the author says that they should be given space? They already have it. What more space do they want? Where they settle they are dens of gun running, drugs, kidnappings,loot and plunder. Although not belonging here their areas are no go areas in Karachi now for age old Karachiites. No body other than Pathans can buy or rent a house there. But they can go anywhere buy anywhere and rent anywhere. How much more space the writer wants for them. So that they can kill more?

    Pathans are not a problem but 4,000,000 Afghans are. Pathans are not the problem but ANP whose strings are pulled from KPK is. Pathans are more in Karachi than they are in Peshawar according to Time Magazine. Wherever they go they make it tribal and Ilaqa Ghair (lawless area). Do you want the entire Karachi to be like the Ilaqa Ghair they came from with no law and no order and hence no development? Do you want this space to be given to them?

    If they ANP are not reined in, then rest assured just as you don’t go to Peshawar now, you won’t be able to visit Karachi and Karachiites will have to go somewhere else. But they have no where to go unlike Pathans who can at least go to KPK. Have a heart help stop the murders and killings. With such articles it is encouragement for the rogue elements among Pathans/ Pahktuns and ANP.

    Remember even a cat back to the walls fights back. Karachiites have no where to go and they may give you a fight for their own survival and that could be very bloody. Pray God that, that does not happen. Amen.

    Don’t justify and encourage these murders. Condemn them as they should be condemned. Don’t make excuses of political parties, it only lessens their crime.

    Build a consensus to help Karachiites lead a normal life. They get a paper in the body bag saying “how many bodies do you want?” The author seems to have no problem with this. why if you are fair? No this is bad. It is inhuman and unIslamic. It is a crime. Disregard the stands of people with vested interests be they Zarari and Co, and Nawaz Shareef or the ANP leadership.

    No where did I read in the article where she wants justice for those killed. She has no remorse either. Shame. You must apologise to the people of Karachi for this obnoxious article whoever you are. The situation is dangerous don’t play games with people’s lives.

      First,I have a problem dealing with those who hide behind “pseudonyms”.Get real & use your name.
      Two, No one is NOT condemning the murders. Every murder is condemn-able. If you had tried understanding the context of the article,which obviously you did not , you would have understood that what is being said is,ALL living in Karachi need to understand that they are ALL Karachiites. Pashtun factor is a NEW factor, which those earlier living there find difficult to accept.
      Your mail stinks of bias. Something I have no patience with.Logic I understand.

        What do you mean by difficult to accept. Who is not accepting them. They have guns and they kill you. There are thousands of cases of their actions. They read Quran 24×7 but when it they get the chance attack. Even if so who is being violent and racist? These are easy assumptions and that is the problem.     and only yesterday, several target killers from Korangi death squad were arrested, including KAMRAN MADHURI, (the leader of the death squad, and a major component of the MQM south african setup). he’s badly injured in the shootout.

    only a couple of newspapers ran the story with the arrested ones’ pictures.

      That’s right. Zardari should be kicked out and Martial Law should be imposed on Pakistan so, Pak Army can come out and fix everything like it has been fixing everything in its 47 out of last 55 years of direct and indirect rule of Pakistan. The Problem is, Obama had refused not agree with Gen. Keyani on this a couple of years ago so, what else can poor Pak Army do but to order Taliban to cause killings of Pakistanis, depicting a general unrest etc to show to Obama that Zardari is incompetent?

    Well everyone is looking at the army but what I am unable to comprehend is where are the people of Pakistan like you and me.

    This is our country and we need to come forward and save it for ourselves and our next generation. Why wait for anyone as it is a commoner who is dying not the people at the helm of affairs.

    They have all cordoned off themselves from any onslaught. Its time to pay back the sooner we realize this the better chances we have to save this country and its citizens.

    I do not think leadership is restricted to Islamabad but when governments are formed in coalition with parties which rule provinces, federal government is held hostage to the local politics of these parties. MQM is supposed to make announcement to re join Govt. today.

    Take a leaf out of Nasirullah Babar ops plan and adopt it. The matter will solve in quick time. Army must not take over Karachi. It will help our ‘ally’ to further increase its pressure. As it is Americans defiance of our rules is beyond tolerance.

    Karachi situation started deteriorating after the language riot in when M Bhutto was the CM Sindh. It aggravated after Bushra Zaidi death. It has not ceased since. The MQM case files must be visited in the archives. These should be studied by independent and honest officials to build the picture then and now. In 1986 in a cabinet meeting where I as a member if JCSC was present the then Prime Minister asked Army to take over the task to bring Karachi to normal. The Army Chief accepted the task on one condition that there would be no political interference. That was not agreed to, till Gen Babar came on the scene.

    MQM was created by Gen Zia to counter JI. The extortion and killing became a norm. The Army personnel were also tortured in the cells that were created by MQM. The competition for power between PPP and MQM became intense. Dead bodies in gunny bags became a normal activity. It stops when MQM rules. The situation has aggravated due to the increase in Pustoon population. They encroached on MQM turf and won two seats. MQM desire of taking over Karachi entirely has been jeopardised. The coalition of PPP,MQM and ANP lacks sincerity and trust. Therefore an independent authority has to created to do justice to all. It may also be necessary recast constituencies. The recall of commissionery system was a possible solution that had to be reverted due to MQM opposition. The original population must have their due share in any set up.

    Various Mafias have to killed by all means possible. The extortionist are a menace. Arming of the traders or providing protections in an innocuous methods is urgently needed. The law enforcing agencies should all powers to end this malaise.

    External involvement is undoubtedly there.CIA/RAW/ MSAD/ KHAD are inn full play. A team of wise patriotic people should go in to permanent session till Karachi is saved.

    In ma opinion these problems can be overcome with the joint efforts of the people and LEA,s.Without the support of the people LEA,s can,t overcome such problems. A quick reaction and political will on the available information is very important. There should be call centers to receive the information from the people and sincere people from LEA,s or volunteers to accomplish the tasks.Ladies and Gentlemen in such operations we don,t have to follow the law of Human Rights.Human Rights are only for human not for butchers.In places where the situations are worse up till that extent you can,t give the lessons of morality and human rights ova there. Those held responsible should be made examples for the generations to remember.But justice should be above law. sorry i can be wrong but in ma opinion you can,t deal a common man and a terrorist the same way.In this regards media should also Help LEA,s in depicting the true scenarios and actions in the interests of Pakistan.There should be a separate law and courts to deal with such cases.Last thing institutions should be stronger than individuals.Operation should be irrespective of caste mohajir,pathan or anyone because, we are Pakistanis and above all Muslims. so, no such concept should be there .Rgds

      No, I think, the problem can be solved by asking India to solve the problem just like majority of Pakistanis of 1971, the Creators of Moslim League, the major group behind Pakistan Movement had done.
      Was not East Pakistan’s population 56% of West Pakistan in 1971 just like Non Punjabi population of present Pakistan is 56% of the total?

      What have Moslims gotten from creation of Pakistan?

      * 5 Moslim Billionaires in India out of 45, in less Population of Moslims than in Pakistan and only one Moslim Billionaire in Pakistan because of Military Looting and Anti Industrial Policies.
      * India’s 2nd richest man, a Moslim. Azim Premji.
      * More Moslims have been killed by Pak Army in Pakistan and Afghanistan than by Indian Army in India in last 64 years.
      * More Moslims have been killed in riots and Sneak Attacks in Pakistan than in India in last 2 decades.
      * No Moslims bomb each others Mosques in India. Why? Because there is no Pak Army there causing those bombings through its Mercenary JehaaDi Groups.

      Pakistan would not have become a failed state, a Terrorist Heaven, Al Qaeda Sanctuary and a pariah to the world if Punjab was not a part of it.

    The photograph and outbursts of the top stooge of Zaradari,p.m Gilani are enough of stimuli to trigger catharsis of all frustrated,disgusted and muzzled people. However can any conscientious-minded Pakistani believe that Gilani’s deserve any attension,much less being indicative of any hope for a corrective and effective action.
    Most of the times he doesn’t know what he is talking about so no question of any outcome of his announcements except uselerss apologies and quick about turns.
