Why is USA targeting Pakistan?

USA has often indulged in a  diatribe against her trusted ally Pakistan, in the war of terror. Repeatedly, USA has accused Pakistan of playing a double game, maneuvering, going behind USA’s back to serve her interests, ecetra ecetra ecetra. The recent has been the most hard hitting of all, Mullen accusing Haqqani of being a veritable arm of ISI and being responsible for not only the attack on US Embassy on Kabul but also the murder of Rabbani. USA conveniently tends to forget, on some tangents, interests of Pakistan & USA may diverge in the interest of national security. USA has expected Pakistan to risk her national security at the expense of USA’s. Pakistan has done this repeatedly. Allowing drone attacks, causing the deaths of thousands of innocent lives, according to Economic Times suffered a loss pf $68 US billion dollars since becoming an ally to US in “War of Terror”, in return getting 15 to 17 US billion dollars including reimbursements of 8.2 billion dollars through the Coalition Support Fund(CSF). This amount is not assistance but a payback of monies incurred according to the Economic Survey 2010-11. However, in all this period of being allies against “War on Terror”, not once, do I recall, USA endangering her national security, her economy, for Pakistan. Kindly correct me if I am wrong. As for suspicious activities, USA herself is guilty of many acts. Only one I quote here, as it is recent. In the Urdu paper “Express News” owned by the Express Group(http://www.express.com.pk/epaper/PoPupwindow.aspxnewsID=1101343116&Issue=NP_LHE&Date=20111001) , an under construction warehouse in Sector I/9/3 Islamabad, owned by US Embassy was sealed by CDA. The reason stated is suspicious activities of some foreigners in the stated place and discrepancy in the papers of the property.

However, in this article I want to share thoughts on the possible”motive” aspect of USA’s stance. 

There are many theories and reasons being given. Let us explore them one by one. 

The first theory is that USA has always wanted to get to Pakistan’s nukes. World renowned writer for the region, Eric Margolis wrote to me,”Charges by Washington that Pakistan’s intelligence agency was behind anti-US attacks in Afghanistan do not make sense to me-as a long time observer of the region.More likely, the accusations may herald US Social Forces attack inside Pakistan-and attacks on Pakistan’s nuclear installations.Frustrated by it’s losing war in Afghanistan, the Obama Admin. is lashing out in revenge,on it’s old ally Pakistan”.

The point here I find surprising  and must question; is USA leadership so immature to be given to childish reactions as stated by Eric? If this is a reaction, it spells disaster for world peace. As a super power, the ONLY super power after the fall of  USSR, USA’s statements and actions must be tempered by rationalization, not emotions.

Though this assessment may be possible, there are others that hold greater force.
The second theory is that with a weakening economy, America wants to use it’s military industry to bolster her flagging economy. This may be partially true. Just as USA and India’s interests converging on this issue to make Pakistan take a back seat in future power dispensation in Afghanistan and bring forth India with a stronger role in Afghnistan, completely ignoring Pakistan’s legitimate fears of India’s greater involvement in Afghanistan. Karzai’s visit to India to cement relationship to counter”cross border terrorism” from Pakistan is a strategic shift in USA’s policy regaring this region.Let us not insult  intelligence by trying to pretend Karzai capable of the move without USA’s blessings. However,both are means to an end, not the end itself! A friend of mine wrote ,”Not a day passes by without US sabre-rattling and military leaks to media groups recalling past instances of Pakistani double-crossing while appearing to cooperate with the US in combating terror. For instance, The New York Times reported overnight of a brazen attack in May 2007 by Pakistani forces on US military officers and Afghan officials following a dispute mediation effort in which Pakistanis were themselves participants.

Geostrategist and columnist C Raja Mohan, for instance, notes that:

“Since the mid 1950s, one of India’s biggest national security challenges has been the US alliance with Pakistan. It now appears that the breakdown of that alliance might have even bigger consequences for India”. 

The third theory, which I think makes tremendous sense, is spelled out by Tom Englehart in his article ,”Details of Secret Pact Emerge: Troops stuck in Afghanistan till 2024″ carried by Alternet on August 23rd, 2011. http://www.alternet.org/story/152146/details_of_secret_pact_emerge%3A_troops_stuck_in_afghanistan_until_2024?akid=7466.141763.9Xs_BN&rd=1&t=12

Englehart quotes Ben Farmer of British Telegraph that Obama Administration is negotiating a “pact” with the Afghan government ,to leave American “trainers”, thousands of them, as well as Special Operation Forces,and the US Air Forces settled in Afghanistan Air Bases that Pentagon has built-till 2024.

With USA fighting a war Obama promised in his  election campaign to reverse, and bring the boys home. A promise that was not only never kept but things have gone from bad to worse with the escalating war and it’s cascading effect . With elections in USA racing towards timeline, Democrats need to reason why they failed to deliver on the most important promise. Replacing Al-Qaeda with Haqqanis, involvement and complicity of ISI with the Haqqanis is the card to be played.

CONCLUSION

The only way out of this quagmire of accusations, counter accusations,lies and deciet is an early withdrawal of American and NATO forces from Afghanistan and an end to this war. Saner heads in Washington must rule and drive home the point, the problem is the occupying forces, not Pakistan.

    Hi Yasmeen,

    America’s foreign policy has been hijacked by Zionists. If America is attacking Pakistan, it’s because Israel wants it to. Remember Avigdor Lieberman’s comment that Pakistan’s nukes posed the greatest threat to the Jewish state. That sent a clear message to Israel’s friends in America to take concerted action to remove that “threat.”

    Pakistanis should not be misdirected by American critics of US policy, many of them Jewish, who would have them believe otherwise.

      That’s right. Pakistan should be allowed to have a slave Satellite country, Afghanistan so all the JehaaDi Training Camps can be moved out of Pakistan to Afghanistan, to show, how much Pakistan is with USA in War against Terrorism.

    Read your article it is about USA. I have read most of your emails regarding western countries and USA , I am a Muslim but liberal Muslim, I am a very opened minded person and I I always see two side of the coin, Let us have a look on the Pakistan side,Bin Laden in Pakistan living peaceful in middle of the Army head quater and surprised me Government of Pakistan did not know , than our dear Muhllahs demostration against USA than high jacking American citizens and kill them like Pearl an reporter. but USA always come forward to rescue Pakistan in any field, with dollars, our news media

    Killing of Osama close to a Pakistani cantonment was the crowning achievement of US, and personally of Admiral Mullen.

    Within months H.Group chopped off Rabbani and many Americans. Revenge was swift and hard.

    Must be very humiliating for Pentagon who boasted untiringly about killing of Osama.

    Taliban are dumb, only ISI could do such a thing was the convenient cover up of embarrassment.

    Both White House and State Dept distanced themselves from Mullen to allow for retreat.They knew why Mullen

    was so frustrated.

    USA thinks it can now shift the war into Pakistan. They have some theory where they believe, one or two wars as far away from US borders as possible, must be maintained. Now after their disastrous wars in Iraq and Afghanistan, they find Pakistan a prime place to take out their frustrations and also to shift the wars ahead of Syria and Iran. The Pakistanis fortunately fully realize their game plan and look forward to the US adventures in their country. The US has played enough double game and even the Indians realize their ploy and probably are wary of them. Chinese are surely doing their home work and so have lent their solid support to Pakistan. Russia looks on in glee and would be happy both ways, they don’t need to choose sides. Fortunately The Pakistanis are speaking with one voice and that must surely make the Americans nervous.
    Yasmeen, as usual is brilliant in her assessment and logically writes about the US duplicity at the behest of their ‘super bosses’, the Israelis. More and more American, intellectuals, journalists and media people understand what Israel is doing to their country, once a great nation; today shunned, feared and hated by practically the whole world, even by the so called lackey countries, Germany, France, Italy and even Britain, whose people are fed up supporting the jingoist aims of the Americans. So it is a matter of time when the might of America will crumble or perhaps already crumbling and the oppressed all over the world that suffer or suffered Israeli/American hegemony will have respite and honour.

    Great article. I think US/NATO need to withdraw from the region ASAP because they are the root source of violence and corruption. Once the US leaves the region, however, I think Afghanistan needs Pakistan’s assistance in providing the Afghans space to right their own ship so to speak. The U.S. should drag Karzai with them and the Afghans ought to choose a new government using traditional methods (i.e., loya jirga). The outcome will very likely be a moderate Islamic, nationalist, independent Afghanistan – and one day, hopefully, economically viable Afghanistan – which will be in Pakistan’s best interests as well. Afghan self-determination can help solve alot of problems. Mullah Omar and Haqqani can come to the jirga but have to leave their guns and body guards outside the tent. The new regime will be independent and would more likely lean towards Pakistan than New Delhi at the end of the day – but most certainly neutral. I think an Afghanistan government truly created by Afghans will assuage Pakistan military’s concerns of where Kabul will lean.

    US/NATO must leave (but won’t), Pakistan military must give Afghans space to determine their future. Afghan – Pakistan – India work trilaterally to build a economically viable region. Pakistan and India are doubling trade as we speak. There is a light at the end of the tunnel perhaps. Once Afghans have their own government – neutral to all other foreign governments – Rawalpindi will rest easier.

    With all due respect, Yasmeen, I am afraid your article is tendentious and not well reasoned. The pressure here in the States to leave Afghanistan is building, but America will not be rushed into a precipitate action. It is fun to tally up the supposed losses Pakistan has suffered as a result of its “alliance” with America. Why didn’t Pakistan just walk away from the relationship, last year or five years ago? Could the hard cash that is flowing in to prop up the Army be a consideration? Pakistan has loudly tried to convince itself that alternative benefactors can’t wait to move in the wake of America’s withdrawl. Oh, really? What did China offer Pakistan after the earthquake? A piddling $5 million. Pakistan slaps America with one hand and begs with the other. Will it please keep one hand firmly on its back?

    i fully endorse ms Yasmeen’s conclusion. unless US/NATO occupation forces leave Afghanistan, there will be no peace in that country and the region including Pakistan .
    The US game plan to enter into a strategic agreement with puppet Karzai( a former Baltimore hotel owner) to retain four or five US bases( about 25000 troops) in Afghanistan after 2014 will be resisted by Afghans and all regional players including China, Iran, Pakistan , central asian states and even India. If the US/NATO 150000 troops failed to defeat rag tag taliban/Haqqani fighters, this small force will be literally chewed up by Afghan resistance.

    With a crumbling economy, i doubt if the American public would allow the US forces to remain in Afghanistan so long. So it is time for our American and NATO allies to call it a day and declare the party over.

    Hello Yasmeen, As usual, an incisive post.

    This said, I need to ask you the one question which, despite my having asked many, always fails to elicit a meaningful response. It relates to the much touted sentiment that all our problems shall disappear when the Americans leave.

    What if, when we are finally in charge of our destiny, the radical Islamists, the suicidal fundamentalists decide to impose their philosophy on Pakistan? What if the fanatics begin attacking unveiled women, closing video shops, implementing Sharia Law, shutting down the banking system, destroying the un-Islamic taxation system, turning off the TV channels, telecommunications networks, etc.?

    This is a ‘what if’ question. Please do not answer, as most people do, that this will never happen. Assume for a moment that it does happen. Perhaps because they realize that they have sent a superpower packing. Perhaps because a reasonable percentage of our military subscribes to their values. Ascribe any reason you wish to but please assume that it does happen.

    Are we, as a nation, ready to live under their version of our wonderful religion? Because, with the Americans gone, there is no one else who either has the cannonballs or the resolve to take them on.

      Thank you for asking the question.I am glad you did. Following is my take:
      1-Problems will not resolve themselves once Americans leave. Not all. But yes, I feel the “reactionary actions” by extremists should mellow down as in their minds,they feel they are :”showing them”. Their presence,drone attacks,Black Water activities,so on & so forth is creating a strong anti-American sentiment which will have a cascading effect for decades to come if not arrested.
      2-I do not think Taliban /Al Qaeda/Extremists are in a large enough number to dictate terms as suggested by you. It reminds me(light heatedly) as my husband says(also an ex- fauji)”What if Uncle was an Aunt? 🙂
      3-There must be a well thought out organized plan to systematically clean out the extremist factor, they must be implemented simultaneously and parallel to each other. This will be a long drawn out process but must be done.This has to be done by us ourselves.Not an outsider.

        So, Yasmeen, you did reply my question, albeit indirectly. You suggest that the extremists are not in large numbers and will mellow down once the Americans depart. Let me acknowledge this view, although I think differently.

        The key statement you have made is that there must be a well thought out organized plan to systematically clean out the extremist factor. This indicates that you, like me, would not wish to see us become a fundamentalist Muslim state and hope for a progressive, modern Pakistan, standing shoulder to shoulder with the developed world. And you suggest, rightly, that this should logically be done by ourselves.

        My belief is that we do not have the wherewithal to do this. I believe that our system is completely ineffective. We cannot deweaponize Karachi; we cannot carry out a census, we cannot eradicate Polio, cannot prevent power riots, cannot even manage traffic and therefore I believe we will be unable to rein in the fundamentalists. I believe that they will prevail. For me personally, this is no big deal. I already pray five times daily and follow the dictates of my religion as best as I can. All I need to do is grow facial hair, hike up my shalwar and stop surfing the Net in search of images of things long forgotten. This I can do.

        I feel sorry for the coming generations; especially the females. I also feel that Pakistan will become completely isolated; shunned by even other moderate Muslim states.

        But then, this is just my gut feeling. I could be wrong. As your husband rightly suggests, we have to find out for ourselves whether we are Uncles or Aunties. the good part is that it is not going to be long now.

    We need more objective analysis from academic people.

    Prof Ijaz from Peshawar University came with a very profound observation.

    Us policy aims at extermination while Pakistan’s policy is to contain and control.

    These two approaches have run into a collision course, surprisingly so late.

    Just as after World War II French and Americans came clash despite several commonalities

    and France left NATO.

    President Obama and General Mcristal have now come up with remarks which throw light on
    the contradiction between US and Pak approaches.

    Ironically whether Taliban win or Karzai wins there will be chaos in Afghanistan with dire consequences for Pakistan.

    We are truly caught between the devil and the deep sea.

    It’ll be simplistic if not being a simpleton to expect American administration to think and act as Pakistan wishes them to do .Everyone here has his/her own axe to grind.The rulers in America like any other country have their own objectives,priorities and prevailing situation to deal with and correspondingly their action plans.All concerneds including Pakistan can get something to tits advantage, by understanding their situation,building required level of intimacy to get their ear and mind to listen and consider own needs and environment.

    Was USA telling ISI to cause revolts in Central Asian Countries and Western China that Central Asian countries have stopped issuing Visas to Pakis and China has built 16 Bases and sent 7,000 Soldiers to watch out for construction of new JehaaDi Camps by ISI to train Chinese Moslims?
    Had USA told ISI to cause Mumbai Attacks?

    Expansionist JehaaDi Pak Army wants USA gone from Afghanistan only to re-occupy it like before and to make Afghanistan a Worldwide Sneak Attack Terrorist Training Camp, a Sanctuary and Terrorist Heaven.

    Comprehensive analysis on prevailing situation in Afghanistan is much appreciated. If I would be asked to sum up all above, US is not here to leave. The world scenario has always revealed the wars for energy, mineral strategic reserves and world power supremacy. Iran is an oil rich country that is rated next to Libya as a target. North south of Pakistan and Afghanistan are full of strategic mineral reserves and obviously, China, the emerging economy and the probable world power is their next target after disintegration of Russia. Nukes are just no problem for US as Pakistan will surrender soon when left with no money to handle all expensive military. How they can leave in above scenario Yasmeen Ali?

      They can only leave if smarter heads prevail. USA must realize,in spite of short term gains, she stands to lose in the long run. Afghanistan is an example of USA’s mighty power crashing. USA must realize she needs to play a positive role in the world -as befitting a Super Power.Till this happens, USA will not leave.Your observations stand.

        USA would never leave Afghanistan if she thinks, it would become a Paradise for Terrorists Sneak Attacking worldwide but Obama is sure that he can fix everything in Afghanistan by 2015 because that’s the year he says, US Military would leave Afghanistan.
        Now the problem Pakistan would face then is much serious. Afghan Army would be fully trained to take care of Mercenaries of Pakistan and India would be there to defend Afghans. All the dreams of Pak Military to conquer Afghanistan to cause destabilization of Central Asian countries and Western China would fall apart. .

        On the other hand, Pakistan could face UN Sanctions if Pak Military stays on its course pretty soon. USA’s last 2 Love Affair with Pakistan had lasted 11 years each. 1953 to 64 and 1979 to 1990 so, now time is coming for the end of this Love Affair in 2013 because it had started in 2002 but Pak Military seems to be trying to end it sooner this time.
        Then, we would be begging again very hard like before because there would be no Foreign Exchange Reserves left by then. Right this down lest, you people forget …!
