Pakistanis want facts. There is shock at the attack of 1/5. Questions are being raised at the ease with which US was able to attack Pakistan, allegedly, without the knowledge of Pakistan Government. Many media people and organizations are asking retribution. They want heads to roll. Demand for someone to resign is being raised. Someone must accept responsibility for the shocking failure. The Beast reported that resignation by the ISI Honcho Lt. General Pasha is a matter of time.

The issue as I see it is not this, one, particular attack. The question is the very policy of allowing drone attacks, thereby accepting another nation to attack within our borders. Once this policy is in place, it becomes difficult to object to one particular attack, may it be by means other than the drone. The question is more broad based than the one posed by the demand of resignation. The question revolves around the international acceptability of a policy that will be immediately rejected by every country of the civilized world.

USA, today blaming Pakistan for failed intelligence, herself failed to detect the attack on 9/11. On September 11th, there were fighters in the air less than five minutes away from the Twin Towers when the first was hit, 25 minutes after Flight 11 was believed to be hijacked. There were a number of air stations with combat-ready fighters within ten minutes’ flying time from the New York City and Washington targets. There were well-established automatic procedures for intercepting aircraft that were either off course or had lost communication.

Transponders are receiver/transmitter devices installed on planes for the purpose of tracking their location.  Sometimes called “secondary radar,” transponders tell Air Traffic Control the latitude, longitude, altitude, and speed of the aircraft as well as the plane’s identification, airline and flight number. Compare transponders with conventional, or “primary radar,” which detects distant objects and determines their position, velocity, and other characteristics by analysis of very high frequency radio waves reflected from the surface of the aircraft.  Conventional radar shows the latitude and longitude of the aircraft, but, unlike transponders, will not reveal the airline, flight number, nor altitude of the aircraft. For years, air traffic controllers have relied on conventional radar, and it still works.  YET, USA failed in detecting the oncoming attackers ?

Likewise, in Mumbai attack, the terrorists, entered western port city of Mumbai by boat. Not only did they breech the security, the police initially passed it off as a “gang war”. To add to intelligence failure, India displayed miserable incompetence, when the Russian IL 76 military transport aircraft that was to ferry the 200 commandos was stationed at Chandigarh, 152 miles north of Delhi, and by the time it arrived in the capital it was already nearing 2am.

The purpose of the narration is, clamoring for resignations at this point in time, for 1/5 is a knee jerk reaction. The facts need to be known and policy devised to counter the lapse for future. If the very policy of allowing a foreign nation to attack within the borders of Pakistan is condoned by the Government in Pakistan and the world in general, one or more resignation, will not make any difference. Whether or not anyone should resign, must wait till full facts are disclosed.

“Actually whenever Pakistan tries to do something for its own good, the World attention especially of the Indians, is drawn clearly towards Pakistan. However, the Pakistani focus should now be on strong structuring and maintaining strong objectives towards its nuclear policies.”

I have known of an incident of a Pakistani navy craft entering three major Indian ports – a decade or more earlier, and during one of the major exercises of the Indian Navy, and the survelliance system of the Indian navy unable to detect it. This is the least talked about stuff but factual because the Indians digested the insult quietly without even their insiders or the government having been informed. The purpose was to test their surveillance and reporting system – discovered to be one of the waekest in this region.

I believe that Pakistan can stand on its own feet – if it is prepared to go it alone – and should. There is more than enough wealth here to make all prosperous; all that is required is a quiet period in which the country can be put in order. That is hard to do with everyone interfering, especially our own robbers and looters with fat bank accounts abroad. I feel a threat to freeze the bank accounts is enough to get compliance. I am also worried that we will not be able to get the stolen money bank as it is propping up the economies of the countries it is hidden in and those countries are not going tobe in a hurry to return what they have been allowed to use so freely.

You are bang on Yasmeen. You assessment is superb. Why should Gen Pasha or anyone from the armed forces resign? It is the previous government that allowed these drone attacks, an infringement of our sovereignty then and now. This government gave enthusiastic welcome to whatever the Americans wanted as long as they were kept alive, and whatever national wealth they looted was replenished by the west. More than that they were least interested.
It is high time we took a firm decision to stop American attacks into Pakistan, whatever form it might be, removal of all US/UK military and intelligence personnel, and a firm warning to all Pakistanis to stop spying against Pakistan or they would suffer the worst possible fate.
Let us align ourselves with China and open our doors of friendship to all regional countries, and start to live in peace. We must start to improve the lot of our poor trodden people, and other solutions will follow. It is economic prosperity, education and birth control that is the crying need of the hour. In this we should heed the example and advise of China, our most reliable friend.
Americans and the British will not go so easily. This is the time we need a national leader who will take us out of our malaise. We see no other except Imran Khan at this moment. We Pakistanis must stand together and support a change where a patriotic leadership supported by the Judiciary and the armed forces can turn around our fate. After all we cannot sink anymore. Is this too simplistic? Well many complex issues are best solved by simple ways. Or is there some other solution?
Yasmeen thank you for your excellent article.

Sir every country has a right to look after their interests globally. We have a right to look after ours. Why should USA be expected to look after Pakistan’s interest? That’s our responsibility, right?

I THINK THE HEADS MUST ROLL. EVEN BEFORE ANY ENQUIRY IS CONDUCTED. GIVING THE EXAMPLES OF INDIA OR RUSSIA ETC DOES NOT CONSOLE THE BREACH IN OUR SECURITY. KAYANI & PASHA ARE TO BE BLAMED FOR . UNLESS SUCH PEOPLE ARE NOT TAKEN TO TASK IT WILL GIVE TH IMPRESSION OF ‘UNTOUCHABLES’, AS HAS BEEN THE CASE SO FAR. IF TURKEY CAN BRING THEIR GENERALS TO DOCK , WHY CANT WE ???

  • Iqbaluddin Ahmed  On May 7, 2011 at 4:48 pm

If there was left an iota of shame or self respect ,the whole nation would have come out and the Supreme Commander, Chief of the Army Staff, head of the ISI and head of the Executive would have resigned or at least offered to resign iimediately to satisfy the people. We are a dead nation believers in ‘a Degree is a degree, fake or genuine’.The facts cannot be discoverede by an Army Commission.

Very well argued, good presentation, good rebuttal. We need to revised the whole gamut of war against terror, with
our allies. We cannot afford to keep on sacrificing our men and resources, and the then accused of complicity. we have
been had, where American want us to put blame of their failures and take credit of all the successes. This only could
happen due our sincere and simple mind approach that American are our friends, like we are.

What are Pakistani shocked at: that OBL was not protected against US Or that he was being covered.Al Qaeda’s statement was clear. They think he was not well covered and that is a shame on Pakistan. That is the view of those who are demonstrating in favour of OBL. What about Media ?

    • Arif Khan  On May 8, 2011 at 5:28 am

Dearest Mr Bajwa the wholwe thing gives Pakistan a bad REP whatever way you look at it..I was in Burn Hall from 52-58 and in PMA Kakul from April 64 onwards so i know that area well it was all green fields and a Corn Growing area and we used to eat Raw corn while on Exercise and going to the City for R&R Thanks Big Man Arif

      • Bajwa  On May 8, 2011 at 7:50 am

Pakistan is getting a bad REP in West because they think that Pakistan was protecting OBL and not because Pak surveillance against an American scoop was not good enough. Even Indians have not giggled over Pakistan defenses sleeping. In Pakistan the criticism is for letting the SEALS steal the guy.

I am personally worried that despite this failure we will not wake up to strike this poisonous stuff out of our body politic. We have highly exaggerated notions about these militants to recover Kashmir for us or to provide us depth through Afghanistan.I think both Kashmiris and Afghans would be too happy to sell Pakistan down the drain. The Afghan and Kashmiri intellectuals don’t make any bones about it.

absolutly brililant i forgot to mention mumbai indian failure of detecting the sneaking inn of few terrorist.through out the history of our country our relations with US have been on a sea saw craddel.todays papers in pakistan have not mentioned the strong and angry reaction came from our all time tested freind china in our support.when we shall learn from our own mistakes.let us slowly and gradually shift our QIBLA.inshallah in few months the nato forces will start moving out as the unexpected TOOFAN E NOOH which is sweeping the entire arab world has caught the west off guard, their main focus now has shifted to middle east and north africa.osama killing can become a very strong justification for washing hands from afghanistan.who knows the may ist incident may bring a pleasant blessing for us in pakistan.after all osama was not holliar than the pope ,taking a U turn from jihad against russia and be part of planning and execution of killing of innocent human souls all around the world.particular target being my poor pakistan and its help less 170 million country men.these rouges have to be handled with an iron hand.can our MULLAHS can keep their mouth shut.

    Dear All, AOA.
We need a little more restraint before firing off” rumours” about”impending coups” and “off with his head” admonitions..Complex problems need level heads to respond appropriately.
Has the political leadership given the Nation an adequate account of what actually transpired? If it was” a great success”, as the Prime Minister believes, then why the outrage? The President prefers to express his views through the American, rather than the Pakistani, media channels.. It is the job of the civilian leadership to lead an Inquiry. If they are not being permitted to excercise their constitutional powers, why do they not take time off from foreign trips and inform the nation of this fact
Let us not rush to judgement until all relevant facts have been established. Accountability is appropriate only thereafter, and must occur, but only at that stage. And one, or both, power centres may have to do some explaining to do in light of the facts.
Let us hold our horses till then.
Please also ponder this question- what accountability of e.g. the Karachi killings, terrorist incidents, drone attacks, load shedding, back breaking inflation, unprecedented corruption in the apex leadership, etc., has the Nation carried out, or contemplates? Are Superior Court decisions gong to continue to be flouted with contempt?

    Dear All,
I endorse Salim Nawaz’ call for some level headed thought. It is quite possible that the ISI chief might in fact voluntarily step down. I know him to be one of those officers who possesses that fast fading quality: self-respect.
Despite the criticism being leveled at him and the COAS, I continue to hold the opinion that they are the ‘best men for the job’ they are holding; though I will not respond to any castigation as a result of this view!
Merely by way of comparison; 9/11, the incident that started the manhunt for Osama was acknowledged as the greatest intelligence failure of ALL the combined intelligence services of the US (at last count, there were 58!!!!); all answerable to the CIA, and nobody resigned or was sacked!
Take a deep breath and lets not hit an emotional hype.
As Salim says, keep a level head.
Forgive me. This is the first time I have joined a debate on this forum.
    Regards to all.

    Yasmeen Behan,
Absolute valid arguments. The heads must roll but after a thorough investigation once the defaulters are identified. No junior rank should be made an escape goat to protect the senior lot. This incident has really jolted the entire patriot Pakistanies and they are badly perturbed and disturbed. The only class still relaxed and least concern with this happening is our rulers who have no stakes in this country. Although we have no traditions of resignations at home and this has led us to this extent. I am sure with continues and aggressive pressure by people like you will bring us on the right and honorable path. Once again, I acknowledge your concern for your country and wish you strength and courage to keep pointing the things in days to follow.
